- External auditors become fully mandatory from April 1, 2027
- External auditors are required for pre-applications from April 2026
- Permission cannot be obtained without an external auditor
- Old technical intern supervising organizations are not transferred automatically
- Failure to appoint one may violate permission standards and lead to administrative action
